From next year in Ukraine will be introduced insurance medicine - such a message was made by the Deputy Minister of Health Pavel Kovtoniuk. Changes so far only concern family doctors, but in the future it is possible that the innovations will be in all parts of the medical care.

Pavel Kovtoniuk noted that over the years of existence of Ukraine, more than 20 projects of insurance medicine were offered, but none of them went through the Verkhovna Rada. In this regard, for the introduction of insurance medicine, it was decided to use general taxes that are transferred to the country's budget, a similar option is used in the Scandinavian countries.

It is planned to create a special body under the Cabinet of Ministers called the National Health Service, which will be responsible for concluding agreements between the state and family doctors. On behalf of the state will be the Ministry of Health of Ukraine, and from 2017 the salary of a family doctor will depend on the number of patients he serves.  

To monitor the work of the family doctor, each patient will be assigned an electronic card that will be registered with the Ministry of Health - this measure will allow you to see immediately when the reception was taking place, what drugs were prescribed, whether there were referrals to other specialists or to inpatient treatment, etc. .

It is reported that for each patient from 18 to 35 years old the doctor will receive 210 UAH per year, for patients over 35 years of age, pensioners and children will be paid, but as yet unknown. A doctor can conclude a service contract with a limited number of people - a maximum of 2 thousand people, now the salary of a family doctor is calculated at the rate of a general practitioner.

Before entering into an agreement with the state, the family physician will have to conclude contracts with patients for maintenance, while he is not forbidden to work in a clinic or engage in private practice. Pavel Kovtoniuk noted that the main thing for a doctor is to perform his work qualitatively, and if he can successfully combine several types of activities, then this is his right. The family physician should promptly detect diseases, prevent exacerbation of chronic diseases, prescribe competent treatment (in cases where there is no need for referral to a hospital), send if necessary to consult a specialist or an additional examination.

It is worth noting that with his salary the family doctor will have to deduct taxes from income, as well as pay utility bills in the clinic, or pay taxes for a private entrepreneur and purchase equipment necessary for work, pay rent of premises and other payments.

The new system will be launched from January 1, 2017, and by the end of 2018 all family doctors will have to practice medicine only on this version of insurance medicine. For 2018-2019, the introduction of insurance medicine in other parts of medical care is planned, and while funding will be carried out under the old system, in other words, analyzes and other types of examination will be paid by patients from their own pocket.
