In Ukraine, the program to reimburse the cost of medicines for hypertensive patients will be continued
Last reviewed: 02.07.2025

This statement was made by the Ministry of Health's freelance therapist Vasily Netyazhenko at a short press conference, which was dedicated to the continued implementation of the program for state regulation of the cost of drugs for hypertensive patients.
This year the Council adopted a resolution according to which in 2014 hypertensive patients will be able to continue to participate in the program for partial compensation of the cost of medications.
According to V. Netyazhenko, the council made this decision based on the fact that similar projects have shown good efficiency in the past. Thanks to the program, in 2013 alone, the percentage of patients with hypertension seeking help from specialists increased by 75%, of which 44% received drugs to lower blood pressure for three months. Before the project was implemented, only 15% of hypertensive patients received such treatment. In addition, since the program was implemented, there has been a 17% decrease in home visits by doctors due to hypertensive crisis, and the number of strokes among patients receiving treatment has decreased by approximately 6%.
In total, the project covered almost 7 million people in 2013. The number of prescriptions issued for compensation of the cost of drugs was over 20 million, of which 8 million prescriptions were partially reimbursed for the cost of drugs. More than 12 thousand pharmacies participated in the program.
Also, the chief freelance therapist of the Ministry of Health noted that this year about 140 million UAH were allocated from the budget, which have already been distributed among the regions, and any patient with hypertension will be able to contact their attending physician and receive the opportunity for partial reimbursement of the cost of necessary medications.
He also recalled that three levels of partial compensation for the cost of drugs for hypertensive patients have been established:
- 1 – compensation of 90% of the cost;
- 2 – compensation of 60-80% of the cost;
- 3 – medicinal products that are not subject to compensation.
Compensation is also provided for some foreign generic drugs (amlodipine, lisinopril, enalapril, bisoprolol, nevibolol, metprolol, nifedipine and some combination drugs).
In addition, special attention was paid to the prevention of hypertension among the population, which should be carried out by media representatives.
To prevent a mass and insidious disease, it is worth leading a healthy lifestyle, giving up bad habits, and sticking to a healthy diet (primarily reducing salt intake, giving preference to organic products). In this case, hypertension complications can be reduced by 30% among patients, and by 28% among those taking medications.
It is worth recalling that in 2012 in Ukraine, with the aim of reducing the development of hypertension, coronary heart disease, strokes, as well as the level of mortality from complications, improving the quality of life of patients with cardiovascular diseases, and increasing the availability of drugs by reducing their prices, a program has been in place to introduce state regulation of prices for therapeutic drugs for hypertensive patients.
At the beginning of 2014, more than 12 million hypertensive patients were registered. Hypertension leads to serious complications such as stroke, myocardial infarction.
