Published 50 most expensive cities for foreigners 2012
Last reviewed: 01.07.2025

The dollar has undergone dramatic changes against the euro over the past year, changing the position of cities in the annual ranking of the most expensive cities for expats by international consultancy Mercer.
Overall, the strengthening of the US dollar and the weakness of the euro have pushed most European cities to the bottom of the rankings. Only two Eurozone cities, Paris and Vienna, made the top 50 most expensive cities, while Frankfurt, Germany’s most expensive city, has fallen from 73rd to 88th. Tokyo is the world’s most expensive city, followed by Luanda, Osaka, Moscow and Geneva, according to Mercer.
